Background

The National Policy of Food and Nutritional Security in Guatemala (PSAN 2005) has a legal fundament that is based in the Political Constitution of the Republic of Guatemala. The Clause 2, Government Responsibilities guarantee life, security and integral development to the inhabitants of the Republic; the feeding and nutrition are inherent parts of such rights. The National Policy of Food and Nutritional Security have the following objectives:

  1. Break the circle among generations of malnutrition.
  2. Improve availability of foods and its profiting.
  3. Assessment and monitoring of the food health situation in the country.

PSAN has as purpose to provide a strategic framework coordinated and articulated, efficient and permanent among public sector, civil society and international cooperation organisms that allow guaranteeing the Food and Nutritional Security, understood as the population right to have in all moments the physical and economical access to sufficient innocuous and nourished foods to satisfy their nutritional needs according to their cultural values with gender equity, in order to have an active and healthy life to contribute to human development, sustainable and the economic and social increase of Guatemala.

The fulfillment of this Policy is formulated in the Strategic Plan of Food and Nutritional Security PESAN 2009-2012 that establishes linking commitments between the member institutions of the National Council of Food and Nutritional Security –CONASAN- as per the establishment of Clause 22 of the SINASAN Law.

The technical cooperation develops their activities with the following objectives:

  1. Support municipalities on developing plans for the malnutrition reduction focused on social determinants of health and food and nutritional security.
  2. Reduction of acute malnutrition, anemia caused by iron and other micronutrients deficiency on children under 5 years old.
  3. Reduction of overweight, obesity, anemia cause by iron, folic acid and other micronutrients deficiency in on WCA 15-49 years of age groups.
  4. Reduction of risk factors of ECNTRN focused on diabetes, hypertension, cancer, chronic renal disease.
  5. Approach with complete and integrated focus the prior communicable and non-communicable diseases in all phases of cycle life focused in gender and intercultural.

Learned lessons

  1. It is important to have a vision of objectives integration to execute the plan by associating it to the strategic and operational planning of INCAP that includes other products and services as tasks.
  2. It is vital to established a technical link with programs, mainly with PROSAN and PNECNTC, as well as the incorporation of other programs to integrate them to FNS interventions.
  3. It is necessary the monitoring and analysis of the effect, cover and quality of provided services indicators, to support FNS related institutions to improve their decisions making adequately.
  4. The technical accompaniment allowed strengthening to MSPAS through GABAS Commission in designing, disseminating, implementing and improving the use of GABAS, including the subject of Non-communicable Chronic Diseases with an adequate communication of the same with health providers and mass media and other strategies of communication.

Main challenges for 2012

  1. Strengthening and consolidation of the intersectorial and inter institutional coordination in the new Government through SESAN and MSPAS in contribution with the PAHO/WHO Representation in Guatemala, as part of agreement 2012-2013 INCAP-PAHO.
  2. Strengthening of the partner cooperators, mainly those involved and committed with FNS.
  3. Accompaniment on programs, mainly PROSAN and PNECNTC for the strengthening in the fulfillment of the reduction plans of acute malnutrition and non-communicable diseases related to nutrition –PNECC- implementation.
  4. Strengthening of supervision units, mainly DGSIAS for the supervision and strengthening of services provider personnel in all levels, for an integrated service of nutrition and chronic diseases.
  5. Strengthening of the Health General Information System –SIGSA-, National Center of Epidemiology –CNE- and the Secretary of Food and Nutritional Security –SESAN- for the surveillance of nutritional problems due to deficiency or excess and its determinants.
  6. Promote the results dissemination, interventions and good practices of services provision for extending these practices and the urge reduction of malnutrition and micronutrients problems.
